There is one cool undocumented feature which removes user permission
from document, folders and document libraries which do not inherit
permissions from the parent. When you edidt that resource in resourvce
center.
I escalated this Bug to premier support SRZ080319000251 but they told
me that this is by design, and I need same sugestion haw i can
escalate this bug when Microsoft premier support told me that this is
a feature.

With regard to the original problem, we also see in our test build the
behaviour which you describe in your case.
Our current view is that this software is working as designed.
"By design", does not necessarily mean that a particular feature has
been explicitly designed in such a manner as the way in which it
behaves. It is a more generic term. It may be better put by stating
that, due to the inherent design of the product, the behaviour of a
particular feature is behaving as expected, ergo it is "By design". As
is with each and every piece of software, every eventuality cannot be
accounted for in the design stage. So, similarly, for something that
may not have been accounted for in the original design of the product/
feature, but is still behaving as would be expected, this would be
deemed as being "by design".
For something to not be by design, then this would mean that a feature
had been explicitly designed in a certain way and that the subsequent
behaviour does not match that design requirement.

Repro steps:
Sharepoint
Create new (open existing) document library(folder , document )
Settings-> Manage this document library settings,
Permissions for this document library
Edit permissions
OK
And now this document library does not inherit permissions.
PWA
Server Settings
Resource center
Select same user who have permissions to your document library.
and click to manage permission of this resource
click to save.
And now go back to the document library.
Settings-> Manage this document library settings,
Permissions for this document library
