Japanese language pack

I have Windows XP Home Edition on my new computer. I was able to install the program to read Japanese but couldn't download the program to write it from IME. I could do it on my previous computer with Win 98. Is there a way or do I need Office XP?

Enable East Asian language support in Windows via Control Panel > Regional &
Language Settings > Languages. Have your Windows CD ready.
