Japanese Phonetic Guides in Excel 2004

When you register an Office 2004 application with the Language
Register tool for Japanese, extra features are supposed to be
available. The one I am concerned about is Phonetic Guides, which is
supposed to appear in the Format menu.

This works properly with Word 2004, but it does not seem to be working
with Excel.

Microsoft's Resource Guide for Office v.X specifically states this
feature in Excel, but the Resource Guide for Office 2004 is more
general and does not list specific features by application.

If Excel v.X could do this, Excel 2004 should as well.

Am I doing something wrong (or not enough) to get the true Japanese
features in Excel 2004?

I have even tried making Japanese the base language of my system but
no change in behavior.

The phonetic guides seem to be getting created by default by Excel
2004 (Japanese registered) but the menu item is not appearing and it
is necessary to make adjustments to the behavior and specific fonts,
etc. used to create the phonetic guides.

Any help would be appreciated.
