Javascript help popups in Access

When using Microsoft Access help in Access 2000, many of the links higlighted
do not work. They have properties similar to
"javascript:HelpPopup('actip9.hlp','defDesignViewForm');". Is ther an applet
I am missing or a setting I have turned off?
