JPEG and 300 dpi

I generated a large poster in Publisher for a camp. The printer needs me to resave it as JPEG and raise the level of the publication to 300 DPI, but I keep getting the remark "Cannot save this file as a picture because the image size is too big. Reduce DPI or decrease dimension." If I decrease the dimension, can my printer increase it back to 18"x24" on his size?
