jpg thumbnails

Hello --
I am using Windows 2000. I am unable to view jpg photo files as thumbnails
within folders. When I select Views/Thumbnails, the icon for Picture Manager
is all I see, not thumbnails of my photos. I have tried to use Tools/Folder
Options/File Types, and have changed the file association of these jpg's to
MS Paint, IE, MS Office Document Imaging, Imaging, Imaging Preview, Quick
Time Picture Viewer, Windows Media Player... and none of these changes have
enabled me to see the thumbnail view of my photos. The icon changes to the
corresponding program, but no photos. How do I fix this? When I was using
WinXP, I didn't have this problem, but then when my OS was changed to Windows
2000 it started. Any help would be appreciated!
