Jump menu greyed out

Hello
my site FP 2003 http://dominicursetta.com
I am just learning about layers and behaviors and I am having trouble with
behaviors. The "jump menu" and "jump menu go" are greyed out. Wonder why?

Make sure in design view you have Not selected any page elements before you use Tools Behaviors
