Junk E-Mail

After banging my head for several hours over this, and I am about to give up.

We are running Exchange 2003, clients connect with either Outlook 2003 or
2007. Have a group policy that turns off the junk e-mail. We have verified
that the policy does work by looking at the settings. Random emails from
within the company will go into the junk folder at random times. Yet if I
try to junk an internal email, I get the you can not block internal email
addresses. Example, we are in the mortgage industry, underwriters email the
approvals to the loan officers and do it several times a day. Loan Officer
A, who happens to be one of the companies top producers (implying here that
he does alot of business), had 3 approvals in his junk folder this AM, but
today has received from the same person straight into the inbox. Any ideas
on fixing, removing junk filter all together, work arounds....???? I am open
to any idea other then listen to end users complain that internal stuff goes
into junk!!
