Junk email filters don't work when running rules...

I have four email addresses that come into my account and are then seperated
into seperate folders by rules I have set up on Outlook. The unfortunate
part is one of the accounts has become a horrible junk mail magnet but none
of the Junk email filters can work because they are automatically run, so it
puts the mail in the junk mail, and then my rules runs and puts all the mail
into their folders. Hope this makes sense but the bottom line is the outlink
junk filters are useless to me and I can't see a way to add them into the
rules. Any and all help would be appreciated!!!
