Junk Email not filtering

On a new install of Winxp with Outlook 2003 sp2 Running on a Win 2003 Server
with Exchange. I am having problems with the
junk email filter not doing anything. I have sent lots of email to the
blocked senders list and they still come thru to my inbox. I got my filter
set to high. I have all winxp and outlook updates installed. I have run the
repair and dect in outlook. Is there a way to reset/delete the junk email
filter and then recreate it.
Any Ideas welcome
