Junk Email Reporting Tool Won't Install

Hello;
Running Windows Vista Ultimate and Office 2007 Ultimate. Tried to
install v 1.1 of Junk Email Reporting Tool and tells me "Outlook Does
Not Appear to Be Installed". Running OneCare (Disabled). Any Help
Apppreciated!
