junk filter AFTER mail rules?

Is it possible to have the junk filter run after the mail
rules? I have multiple addresses coming into the same
computer, so I use mail rules to sort them into folders.
Unfortunately, when I get SPAM, it is moved to the junk
mail folder, then the mail rules move it FROM the junk
mail folder into the appropriate folder for that
address. This makes the filter useless for all messaegs
not staying in the inbox. How can I make the filter
functional again?

At the end of the Junk filter add "Stop processing more rules"
However, I put mine at the end of the rules (use Down arrow in Rules list).
