Junk filter grabbing emails from safe domains, people in myAddressbook, etc.!

I'm running Entourage 2008 on a Snow Leopard system. I've got Junk filter
set to "Low", but it still grabs emails that are from people in my
addressbook, in the safe domains list, etc. How do I convince it to take
the safe domains list seriously? I'll have an email in the Junk mail
folder, I'll mark it by hand as not junk, and minutes later, it's moved into
the Junk folder again. What am I missing?

Entourage will only apply rules when:

1) You receive the message
2) You manually apply the rule

It should not apply rules to existing messages without you manually
running the rule.

Test by going to Tools --> Rules... and unchecking all rule. Does the
problem still apply? If not, then you've created a rule that's causing
this behavior.

Also, log in to your mail server using a web browser and see if you have
rules set there. If junk E-mail filtering is enabled there then disable
it to see if the problem persists.

Excellent; I did find one rule that could be causing this problem.
Also, log in to your mail server using a web browser and see if you have

I have "Outlook Web Access" for the Exchange server with a browser. But
where does one look for rules? The closest thing I see is "options" and it
doesn't seem to be there. Can I see any server-side rules with OWA?
