junk filter not catching spam

I have used the Rules Wizard to create 2 filters to try to catch spam. One
searches the subject and the other searches the body. Since I rarely, if
ever, use the work "penis" in any email, I put this text in both filters. I
continue to get spam with "penis" in either or both the subject and body. I
have added variations, like "Penis", "PENIS", etc. The filters are still not
catching the "penis" spam.
Any clues why this is the case?

One in particular is. Is the subject part of the HTML also?

Don't you spell "penis" in HTML using the same ASCII characters??

MS filters SUCK! I mean it. I've given them a fair shake and compared
them to several other email client filters and they really do suck.
