Junk Filter not working

Running entourage 11.2.3 on Mac os 10.4.6
Junk filter does not work
Junk filter is enabled on exclusive
Have also tried low and exclusive settings - no junk gets sent to junk
folder
Have tried rules - applied to all messages
If mail is junk then send to junk folder
If mail subject contains '[Bulk]' then send to junk folder
Nothing works
Just tried deleting then recreating junk category then (closing
entourage and rebooting between each attempt) retried each of above
settings
Still no joy
Manual this is junk moves the mail to the junk folder - but I need it
automated !
Once moved junk mail is shown in junk category with high junk
probability - so why is high and /or exclusive setting not picking it
up? - My mac mail a and thunderbird identify it immediately (same
messages) - but I want to use entourage.
Also can't find the "empty junk mail folder" menu option or context
menu option or button
Getting very frustrated - please help !!
