Junk Mail filter in OL 2003 is not automatically moving junk mail

I have my Outlook 2003 Junk Mail options set to High and Permanently delete,
but it is not working. Is there a problem with this working with an IMAP
Inbox?

Are you downloading the full messages a not just the headers?
