Junk mail filter not working

I get too much spam so I set my outlook junk mail filter to "Safe senders
only", that is, it should put in inbox only emails from safe senders. I have
outlook 2007. Once I shut Outlook 2007, and start it later, that filter is no
longer working. It goes back to the no filtering option. How can I make the
junk mail filter permanent? That is, I want email from my safe senders only.
