Junk mail filter not working

I have set my Junk Mail filter to Exclusive (from address book only) however I am still receiving junk mail from unknown addresses (i.e. not in my address book)as legitimate mail.
I upgraded to Office 2008 as it was reported to have improved the junk mail filtering capabilities. Am I missing something here? All my addresses were imported from 2004 as part of the install process and then I reviewed them all and deleted anything not legitimate.

Do you have anything under Safe Domains in your Junk E-mail
Protection... settings? The Exclusive setting will also allow mail from
addresses and domains you have there.
