My server filters junk mail pretty well and sends me junk with **JUNK** in
the Subject header. I have tried many Rules settings to get Entourage to
move those to the Junk Folder with little luck. How do I set the rules?

Nope! It's bizarre.

It really is. We have similat tags on our server here and the rule works
fine.
Try using copy and paste on the tag to create the rule. There may be
something funky/invisible... that makes the tag you use in the rule not
match the one in the e-mails.
