Junk Mail filtering changed

I was browsing around the Junk Mail tools, wanting to know if I could
block an e-mail address. I didn't think I changed anything, but now
anything that looks vaguely like junk is being put in there, stuff
that never used to go to the junk mail folder. And when I check it
and want to click on the information bar where there used to be a
"This is not junk mail" option, it's not there. I know I can click on
the "Not junk mail" button and add that domain to the safe list, but
I'm wondering what I did to make the option on the info bar go away
and that so much of my mail is now going into the junk mail folder in
the first place. I thought I originally had the level on High, but
now I've put in on Low to see if I maybe accidentally had changed in
when I was "browsing." Any ideas?

I have a Mac Mini 10.4.10 and Entourage 11.3.6

You must have a rule that is moving the message. The most likely culprit is
the Mailing List Manager (MLM). It's very easy to set up a MLM rule by
accident, when you are marking a message as 'not junk'. The wording of that
dialog is ambiguous to say the least. Check if there is an MLM entry (look
for MLM entries under the tools menu) with the incorrect destination folder
as the target folder. Mailing List Manager rules run before your other
rules.

You can set up a rule to block a particular sender.

Another option would be to add that contact to your Address Book and assign
the junk category to that contact.

Well, I had added the address to the MLM of the site that I had
originally wanted to block, and it is since then that I've been having
the problem. I thought I did it correctly, but evidently not. I will
remove that entry and see what happens. Thanks for your help.

The MLM is for lists and not individual mail.

There are 3 different kind of rules in Entourage:

Mailing List Manager (MLM)
Junk Mail Filter
Rules (custom rules you create)

They run in the order listed above. The custom rules also run in the order
they are listed. (top runs first)

Use the MLM for all lists. Use rules for the remainder. Try to use
categories instead of individual addresses when possible. When a new address
is added to a contact in the Address Book then it will automatically be
acted on by the rule if you use categories in your rules. See example:

1) POP Rules act on a message ONLY when it first arrives in the Inbox (On My
Computer), NOT when it arrives in any other folder. Once it's moved to
another folder it won't be seen by rules.

2) IMAP Rules are meant to act on a message ONLY when it first arrives in
the IMAP INBOX, not when moved to another IMAP folder.

3) Exchange Rules act on a message ONLY when it first arrives in the
Exchange Inbox.
