Junk mail filters don't work

Lately, Verizon Online customers have been getting buried in spam from
China and South Korea. The subject line always contains viagra (or
Viagra) and/or cialis (or Cialis). For some reason Verizon's spam
filters don't catch these, so I defined rules in Outlook. They're
simple: if the Subject line contains any of those variants, move the
message to the Junk Mail folder. These rules are failing to catch *any*
of these messages. What might be the matter?
