Junk mail not getting to junk folder

I have several users experiencing the following symptoms:
99% of obvious junk mail (spam) lands in thier Inbox and is never sent to
the Junk E-mail folder. They do get occasional junk in the junk folder but
most just remains in the Inbox.
The particulars vary one is using Outlook 2007 SP1 (Cached Exchange Mode on)
on Windows XP Pro SP2 ; The other is using Outlook 2003 SP3 (Cached Exchange
Mode off) on Windows XP Pro SP2.

My personal system is Windows XP SP2 running Outlook 2007 SP1 with Cached
Exchange Mode off and it handles my junk email almost flawlessly.

All have updated Junk E-mail Filters.

Has anyone else experienced this & if so what's the trick to getting them
working properly?

Is it silly to ask if you have checked the Junk E-mail Options?

Actions>Junk E-mail>Junk E-mail Options

From your description, it sounds like "No Automatic Filtering" is
selected -- blocked senders go to junk, but everyone else goes to
Inbox. If this is the case, change the setting to Low.

Also note that if the user has opted to get headers only in the Inbox,
and then download desired messages on-demand, junk mail will not be
filtered.

Thanks AliasJ, All user's settings for Junk mail are set on "High". I will
look into the second option but I am pretty sure no one is set for
downloading headers only. Unless they changed from my initial setup (and we
all know users would never do such a thing) LOL
