Junk Mail takes over Rules Wizard

For some reason the Junk Mail setting has taken over my Rules Wizard. What I
mean by this is instead of filtering email as per my Rules settings, it now
just throws email into the junk bin instead. I want the Rules applied first
and if it doesn't meet that criteria then the Junk Mail can sort it.

How do I get over this hurdle please?
