Junk protection OFF, but still working!

I run Entourage 2004 on an iMac using 10.3.5. My Junk E-Mail Protection is
OFF, but the damn thing keeps putting certain legitimate emails into the
Junk folder. I have added the domain name of the emails in question to the
Safe Domains list, but that does nothing. I have checked several times to
confirm that Junk E-Mail Protection is indeed OFF. I have rebuilt, verified
and compacted the database several times -- all to no effect. What gives?
