KB 907417 update fails

I would like to run an Office 2003 update KB 907417 (updeates the
otkloadr.dll).
I downloaded the file and started it. I´ve got an error message that there
is no need to install it, because it is already installed.

When I look under software (view of updates activated) I see the KB907417
update but there is a message that it was deinstalled / deleted.

How can I install the update?

There is a possibility that the update is corrupted. Unfortunately, this is
not an update that we can uninstall either.
Rename the otkloadr.dll file and do a detect and repair and check if that
fixes.
If not, we might have to zap off all patches with zapping utilities and try
again.
The best thing to do is to open up a support incident with the Office
deployment team with microsoft.
