KB 917148 / KB 916521 fail to install

I tried to install these updates a few times with the same result each time,
they fail to load. I double checked and I do not have these installed
already and I am unable to find any onfo about this in the KB. Is there a
way I can force an install or a way to delete these and try to redownload
them? I can not find any way to delete these downloads as I don't know what
folder they are sitting in.

Also, everytime I restart my system, NAV scans the updates everytime. Is
this normal that NAV would scan a download directly from MS?
