Excel 2007 doesn't allow XLA files to be opened (refer KB article above), it
says that it requires a component that is not installed , but the only
solution provided is to contact MS @ $199.00? Does anyone know where I can
download or install this component from without having to submit a $200
incident?

You may not be charged for it or even incur the use of an 'incident'. I
recently called in to get a Hotfix for Excel 2007 and they did not charge me
any $$ or even an incident use. What I did get was an email with a link and
password for the download of the hotfix and stern warnings that I was pretty
much on my own at that point since the hotfix "had not undergone strenuous
testing". I first tested the hotfix in a VM and when it worked there, I then
imaged the drive, just in case, and installed the hotfix to my live copy of
Excel 2007 - worked just fine, both in the VM and real world.
