KB Artice 884454 - XML document must have a top level element

I get this problem but can't see how the supplied answer applies. I changed
the regional setting from English(US) to English(Australian) in my Project
Workspace template and for all sites created since then synchronization fails
with this error.

The KB article identifies that the problem is related to language versions
but I can't see how to apply the resolution because there is no specific
Multilingual User Interface pack for English(Oz) for me to download.

I think the answer for future installations is to change the base language
for WSS before installing Project Server. How do I do that? Is there a way
of doing it after the event that may make the problem go away?

For the moment, my workaround is to reset the language to English(US),
Synchronize and reset the language to English(Oz). Ugly but it works.

Suggested solutions will be most welcome.
