KB914797, KB917152 on Office 2000 SP3 administrative installation

Some users, after installing these updates, are told by the Office Update
site that they still need these updates. We have tried removing &
reinstalling Office & reapplying the last batch of updates (7/10 or 11). Any
ideas how to correct?
