KB916521 email update FAILS to install

Greetings,
I have an automatic update (KB916521 Outlook 2003 junk email filter (May
2006)) that will not successfully install. This is the first time automatic
updates has malfunctioned on me, and all previous junk email filter updates
have installed without problem. I have downloaded the update both through
auto update, and the full-file version, neither will install and both
generate the same error message. Key facts: Running win XP pro and Office
2003 Pro on an HP Pavillion Desktop #a660y, I use Outlook EXPRESS for mail,
but this has never presented a problem before...as it relates to the monthly
updates for outlook. Is this an auto-update issue Or an Outlook issue?
Auto-update has me trapped in a loop, so if the file is corrupted how would I
delete the "already downloaded" file, etc.?? all help is appreciated. Thank
you

Hello. I found the following on this link:

"Found an instance similar to mine: i.e. had used Windows Live Registry
Cleaner before downloading the Kb916521 update.

Advice from Robin Walker [MVP] was to find the backup done by the
aforementiond programme at:
"Documents and Settings|<user>\ApplicationData\Windows Live Safety
Centre\Backup. I then double clicked the .reg file, closed everything down,
manually downloaded and installed the update.

Now everything's back to normal, and update is succefully installed. "

I tried this and it also solved my problem. If you have used Windows Live
Safety Center to clean your registry, that could be your problem, too. Best
of luck.

Thanks for the input, but as luck would have it I did not start using Live
Safety Center until after this problem started.
I set windows auto update to hide the notification, but nowwhen Live OneCare
runs it dutifully reports to me i have not yet installed the (KB916521)
update.
I will follow the links you provided-- glad I am not the only one having
trouble---the kicker is I use Outlook express and not Outlook so an Updated
Junk Filter does me no good, installed or not (but the previous half dozen
Junk Filter Updates installed without a problem) however my confidence
level/trust of my OS is tarnished, and I know from past experience that these
'little' problems, if left unresolved, tend to snow-ball. (and contribute to
the "popular delusion" that the user has somehow "Broken" the computer.
I was under the impression I could locate the already (auto update)
downloaded file (KB916521) and remove it, and then proceed with a manual
install or auto update.

It's reare that advice that works for Outlook will also work for Outlook
Express. You should ask in an Outlook Express newsgroup like
news://msnews.microsoft.com/microsoft.public.outlookexpress.general

Thanks for the input. and for stating what probably is obvious, but in the
'panic' of the moment I would up clicking this discussion group as a starting
point...but en-route to finding the answer to my initial question I am always
(and remain) amazed at what other useful info i find.
This apparently was an Office issue, as opposed to strictly an auto-update
or Outlook( or (outlook express) issue. (That hind-sight is always 20-20
isn't it!?!)

I did do a 'repair' of Office 2K3 Pro, using Add/ Remove Program, and then
instructing it to detect/repair installation. [I DID make two Registry edits
prior to starting--however for the past 30 minutes I have not been able to
locate the posting that explains exactly how....]
Repair/detect/re-install...appear to have succeeded. You will need to
re-enter your product key, but not re-download any updates.
