Keep getting "administrator has blocked"... error

I uninstalled Norton & don't use it, but everytime I open Word 2003 docs, I
get "You are trying to open a file created in a previous verosion of MS Ofc.
Your administrator have blocked the file from oprning in this version"

Pls help. Thx.

Reinstall NAV, then go to advanced options and disable the office plug-in.
Then uninstall NAV.
