Keep getting Outlook User Logon Popup

I keep getting the popup window asking to select a user ID and password for
Outlook. I don't use Outlook, although I used to use it for reading
newsgroups.
I can't find anything in the options area of Outlook to turn it off. Anyone
know how to stop Outlook for asking me for userid and password when I'm not
even trying to use it ?

Yes. If I am correct go open up your internet explorer, click on tools,
internet options, Programs tab. under email it is listed for your email
choice. so chose another program in the drop down box. It sounds like Outlook
is trying to auto start and when it does that is when it asks. You can turn
of Auto run programs by going to start, run, type in msconfig, under the
start up tab uncheck the box for the outlook program. that will stop it from
auto run if that is what it is doing. All of this is of course if your using
windows XP
