There's a "Keep Window On Top" option on the Window menu (it won't work
if OneNote is already maximized, since that'd make it rather hard to use
other apps). There's also a button on the sidenote toolbar that you can
click to toggle whether the sidenote stays on top of other windows.
you can also try getting used to "alt-tab" to switch between the programs
which may make it less of an obstacle to go back and forth.
