Keep personal addresses in doesn't stick after installation

Outlook2003 installed through MST

Upon installation the "Keep personal addresses in:" is set to Contacts
(good), but the first time a user adds a contact folder to display in his
address book, the default changes to the new folder. After changing manually
back to Contacts, it sticks for all future additions to display in address
book.

However we have 500 users and cannot count on the users to check and
correct, and personal addresses are getting lost or being placed in the wrong
folders.

Why is this and how can we correct it?
