keep with paragraph before - not after

paragraph A and paragraph B:
if B is used it will ALWAYS follow A, but A could be followed by several
other types so the "keep with next" is not viable for the style.
Is there a way to format BE so it will always be kept with the preceding A?

No. What you need to do instead is define two different styles for A - call
them A and AA. A is always followed by B and therefore needs to be formatted
Keep With Next. AA is following by other stuff and is not formatted Keep
with Next.
