Keeping Exchange mail on the Exchange server

Our network is moving to the use of an Enterprise-wide archive for email, and we need to prevent our Entourage users from moving mail from the Exchange server to a local mailbox, or else force a synchronization of the local box back to their Exchange mailbox (we have done this for out Outlook users already).

I understand (correct me if I'm wrong) that we cannot disable local folders within the Microsoft User database; is there method to ensure that all of the users' mail is not moved off of the Exchange server?

No, that would be like saying you want to prevent people from taking their
stapler off their desk. The only way would be to stand over them and watch.

I'm not that familiar with the administrative tools on the Exchange end, but
I'm quite sure there are data retention options that let you keep a copy of
every message sent and received regardless of what the end user ends up
doing with it.

Most users are not even aware that they can move messages off the Exchange
server, although it does happen sometimes accidentally with Rules or the
Mailing List Manager. But if your concern is malice, all the more reason why
you need to do it on the server side.

This feature does not exist for Entourage.

IIRC, the ability to limit usage of local folders in Outlook is done by
a group policy but those can not be applied to any operating system
other than Windows.

By design, Entourage synchronizes all Exchange data to the local
computer. It's essentially always in "offline" mode and has no "online"
mode.
