Keeping Graphics From Jumping Pages

I want to insert a .gif at the top of page 2 of my
document and have it stay there no matter what text I add
before it or after it. I turn off move with text, turn
off allow overlap, turn on lock anchor. Also turn on text
wrapping top and bottom. Then if I add text to page 1 the
text starts to wrap around the graphic on page two. But
then if I add too much text to page 1 the graphic jumps to
the top of page 3. How can I get it to stay on the top of
page 2???

A slightly unusual suggestion will do the job.
Open the header view and place your image on the page with a wrapping option
set (not in-line) as appropriate where you require it to appear. Select the
image and save as an autotext entry. Delete the image.
Whilst still in the header area enter the following field
{IF {Page} = 2 {Autotext name}}
(insert the autotext at the appropriate point with the autotext tool from
the header toolbar.) Toggle the field display and the image will
'disappear'.
Close the header. The image will only appear on the second page at the point
you placed it.

I would put it in the header of page 2 by inserting a section break (next
page type) at the bottom of page 1, and then turning same as previous off on
the header for page 2. Then insert this pic in the header of page 2.
