Keeping properties on unlocked cells constant in a protected sheet

As long as you allow people access to the cells they can
change, on purpose or accidentally, their format and
contents.

One suggestion would be that since some individuals
already have the data, that's why they can just
copy/paste, it may be easier for everyone if you just link
to it or their data source directly. That would eliminate
the intermediate step and the need to develop systems and
processes that either automatically reformat the worksheet
or prevent users from doing so. From an efficiency
standpoint it does not make sense to reinput electronic
data, especially when it already is in the same program
format, Excel in this case.
