keeping text stationary in columns

I am creating a Word document that has two columns. I have text and text in
boxes, as well as clip art.
I am trying to keep the sections of text I am done with from moving as I
type other sections.
Example, I type in column one and all the text in column two moves down.

In that case, do not use "columns". Instead, use a two-column table (turn
off the borders if you don't want them).

If you do use columns, you can insert a column break to force the text after
the break to start at the top of the page. But if you type enough in the
first column (before the column break) to go past the bottom of the page,
it's going to force the second column to the next page. You can't put 10
kilos of "stuff" in a 5-kilo bag.
