Keeping Word Document on top of a display

I am using IBM-Rational Software's ClearQuest to track
software defects at my facility. When one clicks on
the "Help Button" a Microsoft Word document comes up with
help information for the user. My problem is that is that
as soon as I go to enter information in a field the Word
Document leaves the display and is no longer visible. I
would like to have the Word document remain on top of the
display while I enter information into ClearQuest. Is
there an API that could do this for me or is there some
other way to accomplish this?

Resiz "ClearQuest" so it does not occupy the whole desktop.
