Keeps Re-downloading Emails

Running XP Pro sp2 with Outlook 2003.

I need to change my outlook configuration so that it saves a copy on the
server, for at least a day. This will give me the opportunity to get my
emails on my desktop and on my phone. This is what I'm trying to do,
however, for some reason... my Outlook on my desktop will re-download files
from the server.

It does not do this all the time and I can't find a pattern as to when it
will do the re-download. But when it does, I get everything again causing
me many duplicates that I have to delete.

My server is Juno but I use Verizon FIOS to get my Juno emails. I have a
work-order for Juno to test the servers but they say that there is nothing
wrong. They say it has to be my outlook.

How many accounts do you have configured in Outlook? Have you tried
creating a new mail profile?

I only have the one Juno account going through outlook.
