I have managed to do something ot transpose the @ and the " keys on my
keyboard, so when I press 2 & shift, I get the @ sign and whenI press ' and
shift I get the " sign. anyone help me get it back?

You have a UK keyboard configured for US mapping or vice versa. Change it at
Control Panel > Regional & Language Options > Languages > Details
