keyboard input issue with Japanese IME for WinXP with Office 2000.

Windows XP Professional SP2
Office 2000 Premium

Having difficulty using the Japanese IME for inputing Japanese characters.
Installed it via "Regional and Language Options" in Control Panel. I selected
the "Languages" tab and selected "Install files for East Asian languages"
option.

After restarting, and opening word or outlook express the phonetic input
does not work at all when I am in "JA" with "Hiragana input". In fact,
nothing is inputed except "a", "i", "u", "e", "o".

Is there some keyboard setting/recognition required?I have tried to go into
the "Properties for Microsoft IME Standard" but the interface is corrupted
(missing text, garbled text....). I have a Japanese girlfriend that I need
to write to asap. Please help!
