Keyboard layout for different language

I am running Windows xp and Office xp.I am trying to install keyboard layout
for spanish. Despite being directed to go to "Text Services" icon, I don't
have one in the Control Panel. It also states that if I don't have the "Text
Services" icon, I should go to the keyboard icon in control panel and click
either the Language tab or the Input Locales tab. I have neither of these
tabs. I have enabled the spanish option for spelling and grammer but cannot
change the keyboard with these instructions. Any ideas out there?

I'm having problems with this site...in case it didn't come through, I'm
using Windows XP home edition.
