<Ctrl><R> is used to copy cell contents tfrom the cell to the left of the
current cell only. If you have text or a formula in say A1, you can copy it
to B1, by clicking on B1 and pressing <Ctrl><R>. If you want to copy down,
you use <Ctrl><D>. Redo is achieved by pressing <F4>
The Redo you are referring to is not repeat, but actually only redo. Iow, if
you have undone an action, eg deleted contents of a cell, you can recall it
with redo. The shortcut is <Ctrl><Y>
In the Brazilian Portuguese version <Ctrl><Y> works as a shortcut for "Go
to..." and <F4> will work for both Repeat and Redo although the drop-down
menu will show Ctrl+R as the shortcut in both cases.
