Keyboard Shortcut Doesn't Work

When sending, why does CTRL+ENTER not work when using Word
as my E-mail editor in Outlook? This happens on Outlook
2002 installed on Windows XP. I can still use ALT+S to
send but this will not appease my users once I start
rolling XP out on them.
