Keyboard shortcut for "insert footnote" acts erratic.

Operating System: Mac OS X 10.6 (Snow Leopard)
Processor: Intel

I created a KB shortcut for the insert footnote menu item because I write a lot of technical documents where footnoting is frequent and using the menu is time-consuming. Sometimes it works and sometime it doesn't. The menu always works.

Why is this? It's ony a minor annoyance but there are so many in Office 2008 that they keep adding up.

Two likely causes that come to mind:

1- The OS has a number of stroke assignments some of which are active only
under certain conditions. If you happened to use one of them, the OS
assignments always take precedence,

2- You may have some sort of utility/software that uses the same stroke &
prevents it from working in Word based on whether the other app is in use or
possibly dictated by the launch order.
