I am afraid that is by design.
Notebook View is a different file structure from a standard document, and
many commands are disabled in Notebook View.
You can lay around customising things, but basically it won't let you do
anything useful, because the chances of corrupting the document if you do is
very high.

Keyboard shortcuts I define in Word 2008 do not seem to be work in the
Notebook view. For example, I have Command-[ and Command-] set to promote and
demote items in lists. These commands work in all other views, but do not work
in Notebook view. In fact, I cannot find any way to demote or promote list
items without resorting to the mouse, which makes Notebook view basically
useless for me. Anyone have any suggestions?
