Keyboard to Start List or Insert Heading 1 or 2?

Are there keyboard shortcuts to insert a bulleted list and/or to
format to Heasing 1 or Heading 2 style?

Alternatively, is there some way to program my own keys to do this.

You can use the built-in Ctrl+Shift+L shortcut to apply a bulleted list (it
actually applies the built-in List Bullet style).

On my system, Alt+Shift+1 applies Heading 1, and Alt+Shift+2 applies Heading 2,
but this may not be universal. You can assign the shortcut(s) that you want in
the Customize Keyboard dialog box.

To display the dialog, click Tools | Customize, and then click the Keyboard
button. Look in the Styles category. (You may not see all styles, but only those
that are currently "in use").

Also, note that you can assign a keyboar shortcut directly in the Modify Style
dialog box for a particular style: Click the Format button, and then click
Shortcut key.

The shortcuts you provide are, AFAIK, built-in ones in all versions and
flavors of Word.

Actually, I just realized I was wrong. On my system, Alt+Shift+1 is assigned to
ShowHeading1, while Alt+Ctrl+1 is assigned to ApplyHeading1 (and similarly for
the other headings). So it seems my initial assumption is correct: the shortcuts
aren't "universal."

Yes, they are. I just wasn't paying attention to what shortcuts you gave.
Alt+Ctr+1 is ApplyHeading1 here. And Alt+Ctrl+2 and Alt+Ctrl+3 would apply
Headings 2 and 3 except I have them reassigned to ½ and ¾ (and Alt+Ctrl+4 to
¼).
