Keys switching over in word or outlook

We had a user who, in Outlook 2003, had keys swapped over. The shift+2 " was
switched with the @ symbol and the really wierd bit was the shift + 3 £ (uk
pound) was typing a hash # instead but the # key was also creating the #
symbol. This was only in outlook, word 2003 worked as it should have.

Today we had the same key swap issue with a different user in word 2003 but
not in outlook 2003 - a restart of the system got rid of this behaviour.

Anyone know what could cause such issues?

Yes, her regional settings for her keyboard have been changed.

To switch languages or keyboards from the taskbar
Open Regional and Language Options in Control Panel.
On the Languages tab, under Text services and input languages, click
Details.
Under Preferences, click Language Bar.
In the Language Bar Settings dialog box, select the Show additional Language
bar icons in the Notification area check box.
Click OK three times.
Click the language icon or the keyboard icon on the taskbar to display a
menu.
Click a language or keyboard.
